Dr. Ing. Sitsofe David ADDO is a Visionary, Strategic, and Transformational Leader, a Civil Engineer ( MGhie, Ghana, M. ASCE, USA) a Project Management Professional, PMP, (PML, USA), a Certified Public-Private Partnership Professional, CP3P, (APMG International, UK), by training and profession with a proactive and creative approach to leadership and team building that have helped him achieve organizational goals especially in portfolios/programs/projects management within stipulated budgets and schedule in a multi-stakeholder environment. He holds a Doctor of Business Administration and a master’s in applied business research degrees both from Swiss Business School. MA Law from the University of Ghana, Legon, School of Law, MSc Construction management and BSc. Civil engineering are both from the Kwame Nkrumah University of Science and Technology.
Dr. Ing. Addo, is now the Chairman of Engineering Council, Engineering Practice Regulator, in Ghana. The Engineering Council is charged to regulate Engineering Practice in Ghana.
He is an Organizational Project Manager. As a former Director of Planning of the Ghana Highway Authority from 2013 to 2022, he was responsible for Donor funded projects, notably are: The World Bank ($102.3 m), AfDB ($112.0 m), Kuwaiti Fund ($25.0 m), JICA ($152.0 m), and DANIDA (£76.0 m). Previously, he organised 189 number of highway projects collectively in the Central, Northern, and Ashanti Regions of Ghana.
Dr. Ing. ADDO, is a Public-Private Partnership Expert, was the Chairman of the evaluation committee of Accra-Tema motorway ppp project. The public financial obligation was too much to be supported by the national budget so the ppp sponsorship idea was abandoned. He advised on private participation in the road sector of Ghana.
Preparation of upgrading of Tatale-Zabzugu-Yendi-Tamale 165.8Km, Rehabilitation of Dome-Kitase 15.3Km, Construction Asutsuare-Volivo-Asikuma Junction 63.1Km donor funded projects from The World Bank, Kuwaiti fund, and Africa Development Bank respectively. The assignment was led by Dr. Ing. ADDO, as an Infrastructure project preparation Expert.
He held the positions of Regional Highway Director, Ashanti and Western Regions, and Regional Maintenance Manager in Central, Northern and Ashanti Regions respectively. The responsibilities in the Regional offices made him develop knowledge, skills, and ability in design and supervising routine, periodic and emergency maintenance projects. All the procurement of works and physical services, goods, and services were procured under his watch for the 15 years he spent in the regional office across the country. The knowledge and experience acquired qualifies him as an infrastructure maintenance specialist and a procurement management expert.
Identifying human resources as the most important resource in the working environment, Dr, Ing, ADDO studied MA Law specializing in alternative dispute resolution. This advanced education has given him the opportunity to recognize the importance of harmonious teams to the attainment of success in organization’s goals, objectives and strategic plans. Construction conflicts are prominent in his professional working space, and he has the skill to resolve them amicably making him stand tall as construction adjudicator.
He taught project management at Ghana Institute of Management and Public Administration, GIMPA. as an adjunct lecturer as a way of sharing his knowledge acquired over three decades.
Dr. Ing. ADDO, acquired organizational project management, public private partnership management, infrastructure project preparation, infrastructure maintenance management, procurement management, construction adjudication and knowledge sharing talents, knowledge, skills, experiences, along his career path development. The nature of the public positions he has held over 34 years, and the expertise developed has therefore made him learn through theory and practice and master the process of interpersonal and team building skills and getting different groups with divergent views and competing goals and interest to work together to achieve organizational goals, objectives, and values.
