As part of its ongoing programme to sensitise engineering employers on the requirements of the Engineering Council Act, 2011 (Act 819) and the Engineering Council Regulations, 2020 (L.I. 2410), the Engineering Council held engagement visits with Bui Power Authority, the Ghana National Petroleum Corporation (GNPC) and GHACEM Limited in May 2026.
The visits follow the Council’s public notice on the mandatory registration of engineering practitioners and firms, and come as the Council moves into the implementation phase of firm registration.
The Council was represented at all three meetings by Ing. Ebenezer Kwesi Haizel, Esq., Ing. Prof. Elsie Effah Kaufmann and the Registrar, Ing. Isaac Bedu.
The discussions covered the Council’s mandate, the legal requirements for licensing practitioners and engineering firms, and the responsibilities of organisations that employ or engage engineering services.

Ing. Prof. Elsie Effah Kaufmann spoke on why engineering regulations matter, drawing on examples of engineering failures across various sectors to illustrate the consequences of regulatory gaps. Her presentation made the case that regulation exists first and foremost to protect the safety and wellbeing of citizens.
Ing. Ebenezer Kwesi Haizel, Esq. walked attendees through the legal and ethical framework governing engineering practice in Ghana. He covered the disciplinary mechanisms available under the Act, how practitioners can report unethical pressure through the Council’s monitors and disciplinary committee, and the upcoming unified code of ethics that will apply to all registered practitioners.
The host organisations engaged actively and raised practical questions on how the licensing requirements apply within their operations. The Council was also encouraged to make recognition of good engineering practice a visible part of its public communications, alongside enforcement.
The Engineering Council thanks the management and engineering teams at Bui Power Authority, GNPC and GHACEM for their time and their constructive engagement.
